Abstract: The innovation of the management mechanism for village planning is an important part of the reconstruction of the territorial spatial planning system, and it is also a pioneering and fundamental work for implementing the rural revitalization strategy. This article starts from the perspective of institutional change theory, sorts out the background of the changes in village planning and management systems, proposes a shift in value recognition and methodology for the positioning and role of village planning under the national spatial planning system, and combines the practical experience of top-level design and grassroots exploration in Fujian Province to analyze the new ideas of village planning and management in the new era, and explore innovative mechanisms for village planning, management, and supervision in the new era.
