Abstract:
Reclamation farms are a crucial part and representative of the state-owned agricultural economy, as well as an important force in promoting rural revitalization, holding a special position and playing a significant role in the special agricultural economic system of China. As an important part of territorial spatial special planning, the compilation and implementation path of territorial spatial special planning for reclamation farms needs to be explored and clarified. Taking Guangdong reclamation farms as an example, on the basis of systematically summarizing the unique status and characteristics of the land space of Guangdong reclamation farms, this paper analyzes the difficulties faced by the compilation and implementation path of territorial spatial special planning for reclamation farms, such as the lack of planning guidelines, approval, and supervision mechanisms, the imperfect supporting policy system, and the difficulty in coordinating reclamation planning. Then, from the perspectives of improving the planning and technical standard systems, establishing the planning approval and supervision mechanisms, improving the land operation and management policy system, and strengthening the coordination of reclamation land planning, this paper discusses the compilation and implementation path of territorial spatial special planning for reclamation farms in Guangdong Province, in order to provide reference for the establishment and improvement of territorial spatial special planning for reclamation farms.
