Abstract:
Currently, the compilation and implementation of practical village planning are being carried out comprehensively. However, in practical operations, issues such as the planning content being disconnected from actual needs and the lack of monitoring and evaluation mechanisms often arise, making it difficult for the planning to be effectively implemented and sustainably advanced. To address these issues, this paper constructs an evaluation system for the implementation of practical village planning from five aspects: evaluation purpose, evaluation subject, evaluation principles, evaluation content, and evaluation methods. It focuses particularly on the implementation process and effects of the planning. By selecting Villages A and B in Yueyang City, Hunan Province as case studies for empirical research, this paper systematically evaluates their planning implementation processes and effects, conducts in-depth analyses of existing problems, and proposes improvement suggestions. The aim is to provide scientific references and practical bases for the compilation and implementation of practical village planning.
