Abstract:
The root cause of quality and safety issues in the construction of rural self-built housing lies in the lack of a mature and standardized rural construction market system. To ensure the quality and safety of rural selfbuilt houses, enhance the quality of rural housing construction, and meet farmers' needs for better living conditions, it is necessary to vigorously cultivate the rural construction market. This paper analyzes the existing problems in the current rural construction market from the perspectives of demand, supply, and policy, as well as underlying causes such as the urban-rural dual division. Based on the actual conditions in rural China and drawing on Japan's regulatory experience in its 'detached housing' residential market, this paper innovatively proposes the goal of establishing and improving an integrated urban-rural construction market system and promoting high-quality development of the rural construction industry. Additionally, it puts forward policy recommendations, including enhancing and integrating the demand in the rural construction market, vigorously cultivating and introducing market entities in the rural construction sector, and strengthening government public services and market supervision.
