Abstract:
Strategy is a crucial attribute of planning, and the effective transmission of strategy constitutes an important stage in planning practice. River basin planning exhibits notable strategic and transmissive characteristics. Based on the S-CAD evaluation method, this paper constructs a framework for assessing strategiclevel transmission and policy effectiveness within planning. Firstly, the elements of the planning text are categorized into four groups: stance, objective, means, and outcome. Subsequently, based on the three dimensions of impact, efficiency, and feasibility, the correlation and effectiveness of objectives and actions are systematically analyzed and evaluated. Furthermore, taking Hubei Province's river basin planning as an example, analysis is conducted from two perspectives: implementation effectiveness evaluation and hierarchical transmission monitoring. Policy assessments are conducted in four aspects: policy system, strategic orientation, coordination and integration strategies, and vertical transmission pathways. Finally, a set of targeted optimization pathways is proposed.
