Abstract:
Against the backdrop of high-quality development and the compilation of national spatial planning, urban construction land is under strict control. Industrial towns in Southern Jiangsu Province encounter challenges in transforming and upgrading traditional industries while simultaneously fostering emerging ones. This necessitates the systematic vacating and upgrading of existing industrial land to accommodate new projects and industries. Taking Huangjing Town in Taicang City, Jiangsu Province as a case study, this paper investigates the implementation path for upgrading and vacating existing industrial land. Based on an in-depth analysis of the current industrial land use in Huangjing Town, the study identifies the potential for vacating industrial land in key industrial zones. Using a comprehensive evaluation index system, enterprises to be vacated are categorized into five types: unified clearance, retention-optimization, integration-upgrading, innovation-support, and platform-driven. Furthermore, drawing on local industrial foundations and policy orientations, the paper proposes an industrial development strategy of 'coordinating intra-park and extra-park spaces, extending industrial chains, and agglomerating innovation elements', as well as a relocation plan for vacated land. A guarantee system is also presented from three aspects: policy innovation, mechanism construction, and measure formulation. The research findings provide theoretical support and practical experience for the rational utilization of existing industrial land and industrial upgrading in Southern Jiangsu and similar regions.
