城郊过渡型国土空间的时间差利用规划策略——以荆门杨店村为例

Planning Strategy of Time Difference Utilization of Suburban Transitional Land Space: A Case Study of Yangdian Village in Jingmen City

  • 摘要: 随着城镇化增速减缓,大量位于城市周边的已完成土地征用的城郊村因短期城市开发建设未能涉及,村域国土空间利用存在法定主体缺失、法定空间产权易手、法定时间不明确的过渡性矛盾。为盘活闲置国土空间,本文提出城郊过渡型国土空间的时间差利用规划策略:在管理上明晰村庄过渡期合法权限,在产业发展上选择经营周期与过渡期限同步相融的产业类型,在基础设施建设上注重市政设施与农业设施过渡共融,进行原民宅的过渡性利用等。并以湖北省荆门市漳河新区杨店村为例,通过具体的规划策略实施,为城郊过渡型空间的规划利用提供借鉴。

     

    Abstract: With the slowdown of urbanization growth, a large number of suburban villages located near cities that have completed land requisition have not been involved in short-term urban development and construction, resulting in transitional contradictions in the use of village land space, such as lack of legal subject, change of legal space property rights, and unclear legal time. In order to revitalize idle land space, this paper puts forward the planning strategy of time difference utilization of transitional land space in suburban areas, which include clarifying the legal authority of village transition period in management, selecting the industry type that synchronizes the operation cycle and transition period in industrial development, paying attention to the transitional integration of municipal facilities and agricultural facilities in infrastructure construction, and carrying out the transitional utilization of original residential buildings. Taking Yangdian Village in Zhanghe New District of Jingmen City, Hubei Province as an example, this paper provides reference for the planning and utilization of suburban transitional space through the implementation of specific planning strategies.
