Abstract: The responsible planner system is a key institutional innovation for Beijing to adapt to the current urban development, and plays an important role in enhancing urbanization construction, fostering rural revitalization, and promoting the modernization of grass-roots governance capacity. However, the complex environment in rural areas makes the work of township responsible planners often face challenges. On the basis of fully studying the current system and its adaptability, this paper establishes the operation system of township responsible planners, which is '1 operation model + 6 operating logic lines + multiple correlations'. This system constructs six operating logic lines, including planning logic, public participation logic, main body logic, implementation logic, platform logic, and ability logic, and contains different correlational connotations such as technical correlation, information correlation, and emotional correlation. On this basis, the responsible planner work of Beiqijia Town in Changping District is taken as an example to carry out practice. The operation system established in this paper helps to clarify the work focus, strength point, and implementation path of the township responsible planner, improve the adaptability of the Beijing municipal responsible planner system in the township area, and promote the continuous improvement of the Capital's responsible planner system.
