Abstract: Villages in our country are scattered and isolated, passive development, and the development imbalance between regions is significant. Most of the current village planning studies focus on the key villages, ignoring the planning difficulties faced by the regular villages. Faced with a large number of regular villages with 'lack of conditions and few needs', Hunan Province put forward the working idea of simultaneous preparation of township planning, and built a 'town and villages integrated' planning preparation mode. Taking Hexi Town as an example, this paper reviews the planning practice methods from three stages: organizational procedure, program content, and result form, summarizes the experience of 'town and villages integrated' planning preparation mode in the new path of full coverage of detailed planning and the integration and coupling of town and village two-level planning, and proposes that the concept of 'town and villages integrated' should be extended to the whole life cycle and the survival of ordinary villages should be fully recognized.
