Abstract: With the successive start of the preparation of territorial spatial detailed planning in various places, it has become a top priority how to further implement the overall planning of land space, clarify the transmission content of all levels and systems, couple the new requirements of land and space planning with traditional regulatory detailed planning, and build a detailed planning system to meet the needs of the new era. Based on the dialectical cognition of traditional control regulations and detailed land space planning, combined with the actual situation of the central urban area of Yulin, this paper proposes to construct a detailed planning and compilation management system with global coverage, zoning classification, and multi-level transmission, and the corresponding control index system, and clarify the content of transmission elements with equal emphasis on 'rigidity and elasticity', in order to provide new ideas for the preparation of detailed planning in the new era, and to provide reference for the preparation of detailed territorial spatial detailed planning in Yulin City.
