Abstract: Due to the huge differences in regional development, the development foundations and stages of small towns are different in the four major regions of east, middle, west and northeast China. Since 2000, the construction policy of small towns in Jiangsu Province has gone through the process of ‘building soft and hard facilities-improving urban functions-improving urban quality’, while the policies of small town construction in Henan, Liaoning and Shaanxi are basically in the process of ‘improving the level of industrialization-construction of soft and hard facilities’ stage. Under the guidance of policies at the national level, the construction policies of small towns in various regions have generally undergone a merit-based cultivation policy based on central towns or key towns, and gradually transformed into a quality-oriented characteristic policy, which is relatively similar between regions. However, due to the basic strength of small towns and the implementation capacity of the government, the implementation performance of construction policies in different regions is significantly different.
