Abstract: Under the requirements of territorial spatial planning, based on the concept of resilient cities, combined with land use safety assessment, comprehensive disaster prevention and mitigation planning methods, the overall framework of Disaster Prevention and Mitigation and Security Pattern Special Planning was constructed. The relevance of the special planning, the overall planning, and the detailed planning have been clarified. This paper proposes a planning procedure with good operability. The formation of this special planning framework is of great significance for the maintenance and control of land use safety in specific areas. This paper helps to put forward requirements for the spatial pattern that has disaster prevention purposes or undertakes disaster prevention functions. The boundaries of urban development, farmland and ecological protection will be delineated, and finally a reasonable urban, agricultural, and ecological spatial layout will be formed.
