Abstract: Since 40 years of the reform and opening-up, the development zones have been playing important roles in economic development and system innovation. Based on the old system of Urban and Rural Planning and Land Use Planning, the development zone has established a two-level planning system of master planning and detailed planning. In a new era of "multiple-plan integration", development zone planning must be rebuilt in order to be integrated into the national territorial spatial planning system. This paper reviews the evolution course of development zone planning and rebulids a new two-level planning system of special planning and detailed planning for the development zones. With a case study of changji hui autonomous prefecture, this paper demonstrates the way of applying the new two-level planning system in the national territorial spatial planning at city and county level.
