Abstract: The county-level territorial spatial planning is located in the implementation level of the five level planning system, of which the main task is to refine and implement the requirements of the superior spatial planning. County spatial unit is the focus of three types of spatial planning. Territorial Spatial planning will guide and bind special planning, and it is also the basis of detailed planning. Therefore, in the process of "building a global spatial pattern and optimizing the allocation of spatial elements", we not only need to understand and grasp the technical ideas, but also need to change the planning concept.
