Abstract: At present, China has entered a new stage of development. Building the comprehensive spatial planning system, and promoting organic integration of various planning, such as Main Function Area Planning, Land Use Planning, Urban and Rural Planning, Marine Functional Planning, are major decision and deployment made by the party central committee and the state council to accelerate the construction of ecological civilization and to modernize management system and management ability in modern ecological civilization area. Under the background of national spatial planning system reconstruction, in order to better understand and support the construction of the national spatial planning system in new era, this article preliminary discusses the national spatial planning tasks, key points and governance is based understanding and thinking of territorial spatial planning at national level, in the hope of providing theoretical basis and reference for the establishment of the spatial planning system.
