县(市)中心城区范围确定方法研究——以吉林省永吉县为例

Study on the Central Urban Area Delineation Method of Country (City): Taking Yongji Country as an Example

  • 摘要: 中心城区是县(市)级总体规划的重要概念和规划层次,但长期以来存在概念内涵不明晰、划定方法无规范的问题。本文采用理论研究与项目实践相结合的方法,首先对中心城区的概念和相关研究进行辨析梳理,并结合国土空间规划体系构建需求重新提出中心城区的概念内涵。其次,借鉴城区范围确定技术规程和城镇开发边界划定要求,结合县级国土空间规划编管实践提出中心城区范围确定的技术流程。最后选取吉林省吉林市永吉县中心城区对方法进行验证及优化,保障方法的规范、合理、易操作,以期为后续的规划审批、体检评估和法规标准修订提供参考。

     

    Abstract: Central urban area is an important concept and planning level of county(city) level overall planning, but there have been problems for a long time such as unclear concept connotation and non-standard demarcation method. This paper adopts the method of combining theoretical research with project practice. Firstly, the concept of central urban area and related research are analyzed and sorted out, the concept and connotation of the central urban area district is proposed based on the requirements of the territorial spatial planning system. Secondly, the technical process of determining the central urban area is put forward based on the technical rules of determining the urban area and the requirements of demarcating the urban development boundary. Finally, the central urban area of Yongji County, Jilin City, Jilin Province is selected to verify and optimize the method, to guarantee the method is standardized, reasonable, and easy to operate. It is expected to provide reference for the subsequent planning approval, physical examination evaluation, and regulation standard revision.
