Discussion on Urban Development Boundary System of District and County Units under the Optimization Theory

摘要: 自中央城镇化工作会议和《国家新型城镇化规划(2021—2035年)》提出划定城市开发边界的要求以来,城市层面已形成一套较为成熟的城市开发边界体系划定思路,但对不同层级的区县单元划定工作借鉴意义有限。文章从最优化理论视角出发,解析空间内涵发展背景下区县单元在生态管控、发展方式、规划实施中的选择路径,为城市开发边界体系划定的总体思路、技术实现、制度保障提出最优化构建方案,以期为区县单元的划定实践提供参考。Abstract: Since the proposal of requirement for delimiting of urban developing boundaries by the Central Urbanization Conference and "National New Urbanization Plan (2021-2035)", it has come to be more and more mature in terms of delimiting of urban developing boundaries in urban areas, but it provided limited assistance and benefit for the work of in different levels of district and county units. This article starts form the most optimal angle to analyze the district and county units' choice and route about ecology control, developing manner, planning implementation under the background of spatial connotation development, which proposes an optimal constructing project for overall thinking, technical realization, system guarantee of urban development boundary system demarcation, as well as provides references for the delimiting practice in district and county units.
