Discussion on Sponge City Construction of County Town Based on the Whole Systematic Domain Perspective

摘要: 随着海绵城市建设工作逐步拓展,省区层面试点已深入到县级城镇,县城海绵城市专项规划编制受到行业关注。目前县城海绵城市建设大多沿用大中城市思路,缺乏基于县城本底特征的理念方法和技术体系。2021年4月,财政部办公厅、住房城乡建设部办公厅、水利部办公厅联合印发《关于开展系统化全域推进海绵城市建设示范工作的通知》,提出全域系统化建设海绵城市,为县城海绵城市建设提供了新的思路。本文在梳理既有县城海绵城市建设理论研究基础上,立足于县城基本特征和相关项目实践,探讨了县城海绵城市建设的关键技术,旨在为系统化全域推进县城海绵城市建设提供参考。Abstract: With the gradual expansion of sponge city construction, pilot projects at the provincial and regional levels have been carried out in county towns, and sponge city planning for county towns has attracted attention. At present, the construction of sponge cities in county towns mostly adopts the idea of large and medium cities but lacks the idea, method, and technology system based on the characteristics of county background. In April 2021, the three ministries and commissions jointly issued ‘The Notice on the Development of Systematic and Global Promotion of Sponge City Construction Demonstration Work’, proposing the construction of sponge cities in a systematic way. Based on the theoretical research on sponge city construction of existing county towns, this paper discusses the key technologies of sponge city construction of county seats based on the basic characteristics of county seats and the practice of related projects, aiming to provide references for county town sponge construction based on the systematic and global promotion vision.
