Exploration on the Review Path of Xiong'an New Area Construction Projects Based on CIM Platform: Taking the Construction Permit Stage as an Example

摘要: 城市信息模型基础平台(CIM平台)是城市空间全要素信息平台,为城市规划建设、管理运维等场景提供技术和流程支撑,全面推动城市空间治理改革。雄安新区建设初期就搭建了规划建设管理信息化平台,在容东片区、起步区、启动区等片区使用平台进行项目审查和管理,保障了新区规划建设工作的精准落地。雄安新区各片区与小城镇规模相当,因此本文结合雄安平台建设经验,探析基于CIM平台的工程建设项目审查路径,总结小城镇可以广泛借鉴的项目审查经验,简化项目审批流程,提高项目审批效率。Abstract: The City Information Model Foundation Platform (CIM Platform) is an information platform with all elements of urban space, which provides technique and processure support for urban planning and construction, management and maintenance, comprehensively promoting the reform of urban space management. At the early stage of Xiong'an New Area's construction, an information platform for planning, construction and management was set up, which was used for project review and management in Rongdong District, the initial district, the start district and other parts, ensuring the precise implementation of the planning and construction in Xiong'an New Area. The scale of districts in Xiong'an New Area is similar to that of towns. Therefore, based on the construction experience of Xiong'an platform, this paper aims to explore the review path of construction projects based on CIM platform, concludes the experience of project review that can be widely applied by towns, simplifies the project approval process, and improves its efficiency.
